1 - Launch the WV Aerial Photo Browser 2003 
2 - Enable a grid layer by checking the box beside either "Northern WV Grid" or "Southern WV Grid"
3 - Set the grid you enabled as the active layer by clicking on the grid layer name
4 - Click on the hyperlink tool located on the toolbar and click on a square in the map grid to load the aerial photo
5 - To download the aerial photos that have been added to the map, use the "Download Added Aerial Photos" page visible at the bottom of the map frame

*Note:  Java versions may have display problems depending on your browser configuration and JRE version.  If the toolbar fails to load (or a threadgroup error is displayed) you need to update your java.policy file.  To update your java.policy file, right-click on the java.policy link and choose "Save Target as..." -- when the dialog displays, change the "Save as Type" from "Text Document" to "ALL FILES," browse to your JRE\lib\security folder (this folder probably located at C:\Program Files\Java\j2re1.4.2_03\lib\security) and save the file, overwriting your existing java.policy file.  You will need to close all browser windows after updating the file for the changes to take effect.
